I wasn't really being cynical, but the writer was having fun with the typically small audience anywhere for poetry, and I couldn't help but laugh. As if the number was big enough to be worth approximating in a headline ("more than X") but too big to be counted exactly. Whereas all 23 people there, including the writer of the article, probably knew one another.
